He Waka Tapu Welcomes Toni Tinirau as Chief Executive Officer.

He Waka Tapu is proud to announce the appointment of Toni Tinirau as Chief Executive Officer, following her time as Interim CEO over the past six months. Toni steps into the role with a deep and meaningful connection to the kaupapa, extensive experience in Māori health and wellbeing services, and a leadership style grounded in calmness, clarity and care. Her appointment signals an exciting next phase for He Waka Tapu as we continue to strengthen outcomes for whānau across Ōtautahi, Hakatere and Te Waipounamu.

Throughout her interim leadership, Toni guided the organisation through a period of growth and sector change, including the rollout of the Needle Exchange Programme across the South Island through Te Waipounamu Collective. This transition, previously overseen by DISC Trust, required careful relationship-building and a strong commitment to meeting the community where they were at. Under Toni’s guidance, continuity was maintained and trust was upheld through the employment of peer workforce, the establishment of a new exchange in Wainoni, and continued access to sterile injecting equipment and advice for those who rely on the service.
Early uncertainty shifted quickly as consumers responded positively to the new space, noting its warmth, its light, and its welcoming environment. Toni’s leadership made space for lived experience to remain central, and affirmed that harm reduction must always protect dignity and accessibility.
Toni has long been part of our whare, contributing across various roles in service delivery, operations, strategy and senior leadership. She brings a deep understanding of what whānau experience on the ground, and she champions people as the heart of meaningful change amongst a myriad of challenging variables.
As Toni moves into the role permanently, He Waka Tapu is positioned to continue growing services that are tikanga-led, inclusive and built with community voice at the forefront. Her leadership reflects a future where harm reduction remains strong, where Kaitūwhana support continues to expand, where stigma is challenged, and where whānau receive support that is flexible, real and mana-enhancing, whilst the values that underpin our mahi continue to indigenise our space.
We congratulate Toni on her appointment and acknowledge the steady guidance she has offered throughout this transition. Her belief in the strength of our people and her commitment to accessible, kaupapa-driven services will carry He Waka Tapu into the next stage of our journey.
